It's not easy connecting to the Energy Star level when you have older
equipment that doesn't meet the guidlines by the Environmental
Protection Agency.  There is of course another path in which you can 
choose by PC Green Technologies.  This little box which costs in the
neighborhood of $89.00 attaches to your computer, keyboard, monitor,
and printer and includes its own good looking power management software
utility.  

The utility, for both windows and DOS, monitors the keyboard, mouse,
and printer activity on your PC.  When it senses that both the keyboard
and the mouse have been inactive for a pre-set time period, it sends a 
message to the power control box to shut off the monitor.  As soon as 
your move your mouse or press a key, the monitor springs back to life.
Same goes for the printer; when it's been idle for a period of time it 
gets shut off until there is a use for that device.

The utility takes 2.5K and runs as a TSR and the Windows modules have
menus for you to set inactivity periods, for both monitor and printer.

I will state that if your system is on most of the time this little 
device can save you some money.  Check it out at your local computer
super store.
