[1m[37;41m[1m[37;41mby the Communications Decency Act (CDA), the Citizens Internet Empowerment   [1m[37;41m[40m
[1m[37;41m[1m[37;41mCoalition has been formed to challenge the law as violative of the First     [1m[37;41m[40m
[1m[37;41m[1m[37;41mAmendment.                                                                   [1m[37;41m[40m

[1m[37;41m[1m[37;41mThe Citizens Internet Empowerment Coalition (CIEC)  is a large and           [1m[37;41m[40m
[1m[37;41m[1m[37;41mdiverse group of organizations who share the common goal of protecting the   [1m[37;41m[40m
[1m[37;41m[1m[37;41mFirst Amendment and the viability of the Internet in the 21st century.  Its  [1m[37;41m[40m
[1m[37;41m[1m[37;41m35 organizational members include libraries, book publishers, newspaper      [1m[37;41m[40m
[1m[37;41m[1m[37;41mpublishers, editors, advertisers, commercial online service providers,       [1m[37;41m[40m
[1m[37;41m[1m[37;41mInternet access providers, non-profit groups, and civil liberties            [1m[37;41m[40m
[1m[37;41m[1m[37;41madvocates.  Over 10,000 individual Internet users have also joined the CIEC  [1m[37;41m[40m
[1m[37;41m[1m[37;41meffort. The CIEC is coordinated by the Center for Democracy and Technology,  [1m[37;41m[40m
[1m[37;41m[1m[37;41mAmerica Online, and the American Library Association.                        [1m[37;41m[40m
[1m[37;41m[1m[37;41m                                                                             [1m[37;41m[40m
[1m[37;41m[1m[37;41mThe primary goal of the coalition lawsuit is to establish in                 [1m[37;41m[40m
[1m[37;41m[1m[37;41mconstitutional jurisprudence that the Internet is a unique communications    [1m[37;41m[40m
[1m[37;41m[1m[37;41mmedium, deserving unique First Amendment protection -- that it is unlike     [1m[37;41m[40m
[1m[37;41m[1m[37;41mthe broadcast medium and, should receive at least the same broad protection  [1m[37;41m[40m
[1m[37;41m[1m[37;41mafforded to the print media.  Coalition members believe that children can    [1m[37;41m[40m
[1m[37;41m[1m[37;41mbe protected from inappropriate material online with the help of blocking    [1m[37;41m[40m
[1m[37;41m[1m[37;41mand filtering technology now available.  Parents, not the United States      [1m[37;41m[40m
[1m[37;41m[1m[37;41mGovernment, are the best and most appropriate judges of what material is     [1m[37;41m[40m
[1m[37;41m[1m[37;41mappropriate for themselves and their children.                               [1m[37;41m[40m
[1m[37;41m[1m[37;41m                                                                             [1m[37;41m[40m
[1m[37;41m[1m[37;41mThe Coalition law suit, ALA v. United States Department of Justice           [1m[37;41m[40m
[1m[37;41m[1m[37;41met al.  was filed on February 26, with a Preliminary Injunction Motion       [1m[37;41m[40m
[1m[37;41m[1m[37;41mfiled later on March 1.  The suit,  handled by Bruce Ennis of  the law firm  [1m[37;41m[40m
[1m[37;41m[1m[37;41mof Jenner and Block in Washington D.C. , has been consolidated with one      [1m[37;41m[40m
[1m[37;41m[1m[37;41mfiled earlier by the ACLU challenging the CDA. A three-judge court convened  [1m[37;41m[40m
[1m[37;41m[1m[37;41mby the Federal Third Circuit Court of Appeal in Philadelphia will hear       [1m[37;41m[40m
[1m[37;41m[1m[37;41mevidence in the consolidated case through the middle of April, with a        [1m[37;41m[40m
[1m[37;41m[1m[37;41mdecision expected soon after. The case will then go directly to the United   [1m[37;41m[40m
[1m[37;41m[1m[37;41mStates Supreme Court.                                                        [1m[37;41m[40m

[1m[37;41m[1m[37;41mEducating The Court On The Nature Of The Internet And Alternatives To        [1m[37;41m[40m

[1m[37;41m[1m[37;41mCIEC's complaint and memorandum in support of motion for                     [1m[37;41m[40m
[1m[37;41m[1m[37;41mpreliminary injunction detail the history of the Internet and outlines how   [1m[37;41m[40m
[1m[37;41m[1m[37;41mthe network operates.  The CIEC intends to educate the court on how the      [1m[37;41m[40m
[1m[37;41m[1m[37;41mInternet functions and why the broad content regulations imposed by the CDA  [1m[37;41m[40m
[1m[37;41m[1m[37;41mthreaten the very existence of the Internet as a viable medium for free      [1m[37;41m[40m
[1m[37;41m[1m[37;41mexpression, education, and commerce.  Among other things, the CIEC           [1m[37;41m[40m

[1m[37;41m[1m[37;41mcommercial and non-commercial content providers, web site operators,         [1m[37;41m[40m
[1m[37;41m[1m[37;41mlibraries, universities, and online service providers who host or provide    [1m[37;41m[40m
[1m[37;41m[1m[37;41mmaterial which violates the indecency ban.  Although this case involves a    [1m[37;41m[40m
[1m[37;41m[1m[37;41mban on indecent communication on the Internet, the way the Supreme Court     [1m[37;41m[40m
[1m[37;41m[1m[37;41mresolves that issue will effectively resolve the constitutionality of a      [1m[37;41m[40m
[1m[37;41m[1m[37;41mlater ban on offensive, violent, hateful or otherwise unwanted               [1m[37;41m[40m
[1m[37;41m[1m[37;41mcommunications online.  In order to assure that Internet can continue to be  [1m[37;41m[40m
[1m[37;41m[1m[37;41ma forum for the free exchange of valuable information and ideas, free from   [1m[37;41m[40m
[1m[37;41m[1m[37;41monerous and chilling censorship, we are challenging the indecency            [1m[37;41m[40m
