Some places (most often Europe) or on some in-house phone

systems, the modem will not recognise dial tone. In this case

use X1 or X3 in the dial prefix (ATX1DT) or the init string. X1

will see neither dial tone nor BUSY. X3 will see the BUSY only.

There is also X2 if you have trouble with false BUSY, but

can recognise dialtone.

The modem uses only 2 wires on the phone line, the center 2

wires. A phone which uses other wires can still get it's signals

through the other wires, even though the modem cannot see them.
