ARLB032 RESOLUTION GAINS MAJORITY


THE AMATEUR RADIO SERVICE JOINT RESOLUTION,  H.  J.  RES. 199,
NOW  HAS  A  MAJORITY OF THE US HOUSE  OF  REPRESENTATIVES  AS
COSPONSORS.   ON  APRIL  11,  FOUR  ADDITIONS TO THE  LIST  OF
COSPONSORS BROUGHT THE TOTAL TO 220,  (OF WHICH THREE ARE  NON
VOTING DELEGATES).

THE FOUR ARE:  REP.  JAMES TALENT (R-MO),  DEL. ELEANOR HOLMES
NORTON (D-DC),  REP.  THOMAS RIDGE (R-PA),  AND REP. DON YOUNG
(R-AK).

THE  RESOLUTION  SEEKS  FORMAL  RECOGNITION OF  THE  VALUE  OF
AMATEUR RADIO TO THE COUNTRY,  WOULD SUPPORT AMATEUR RADIO  AS
''NATIONAL POLICY,'' AND WOULD ENCOURAGE RULES AND REGULATIONS
TO FACILITATE AMATEUR RADIO AS A PUBLIC BENEFIT BY ENCOURAGING
NEW TECHNOLOGIES.

INCLUDING  RESOLUTION  SPONSOR JIM COOPER  (D-TN),  THE  TOTAL
NUMBER  OF  VOTING SPONSORS IS 218.   THERE ARE CURRENTLY  434
REPRESENTATIVES IN THE HOUSE.

MORE ON THE RESOLUTION AND THE LEAGUE'S EFFORTS IN  WASHINGTON
WERE IN APRIL QST, PAGES 47 TO 50.


(This  sounds  very  interesting.   Is  it  possible  to  have
something  similar happen here?  The Amateur Service has  just
proved  its  worth with the drastic  bushfires  ...  only  the
Amateurs  held  the  communication  systems  together  on  the
Central  Coast in New South Wales,  for  instance.  Previously
Amateurs  have  helped with the big storms that  went  through
central  coastal districts in New South Wales.  Maybe the  WIA
(Federal) could start working in this direction ???)

SP DX RTTY Contest April 23-24, 1994                  part 2

Sponsored by:  Polski Zwiazek Krotkofalowcow (PZK).  Organised 
and run by Polish Radiovideography Club (PKRVG).

Multipliers:  Count  each DXCC country and each SP province on
each band.  (Band multipliers).  Also, each continent (6) will
count once, not once per band.

Note: CQ zones do not count as multipliers.

QSO points:

1. Count 2 (two) points for QSO with your own country.

2.  Count  5 (five) points for QSO with countries on your 
continent.

3.  Count  10 (ten) points for QSO with countries not on  your 
continent.

Final score:  Total QSO points x total multipliers x number of 
continents (max 6).

SWL rules apply as above.

Logs:  Use separate log sheets for each band.  Logs must  show
Band,  Date  and  Time  in UTC,  Callsign,  Message  sent  and
received,  country multiplier and points claimed. Entries with
more  than  100  QSOs  must  submit  duplicate  check  sheets.
Multiple operator stations should include names and  callsigns
of all operators.

Those  submitting logs on disks:  please send us your computer
disk.  IBM, MS-DOS compatible disks are encouraged. The format
we prefer is your CT.BIN file,  for  example;  SP2JPG.BIN,  or
your  K1CC.DAT file,  or your SP1LOP.DBF files.  If you use  a
different program than mentioned above,  the generic format we
want  is a separate file for each  band,  containing  vertical
single column of calls in chronological order.

Disqualification:  Violation  of the rules of the  contest  or
taking   credit   for  incorrect  QSOs  or   multipliers,   or
duplicate contacts in excess opf 3 per cent of the total made,
will  be  deemed sufficient cause  for  disqualification.  The
decisions  of  the SP DX RTTY Contest Committee are final  and
not contestable. 

Deadline: Logs must be received by 15 June 1994 to qualify. An 
extension may be granted if requested.

                     SUMMARY OF ACTIVITY

Solar activity was very low throughout the period.

The  geomagnetic  field  at Learmonth (WA) was active  on  8th
April,  Active to minor storm on 9th, unsettled to active with
occasional minor storm periods 10th-11th,  unsettled to active
12th-13th,  and  mostly unsettled with brief active  to  minor
storm periods on 14th.

Ionospheric F2 critical frequencies at Sydney on 8th were near
predicted monthly values. Frequencies then became depressed at
times by up to 30 per cent,  otherwise near normal,  until the
end  of  the  period.  Spread  F and strong  sporadic  E  were
observed at times on 11th-12th April. 

     FORECAST FOR THE NEXT WEEK (15 - 21 April)

SOLAR:        Very low to low

GEOMAGNETIC:   Unsettled,  then coronal hole induced active to
               minor  storm levels are expected to start on 17
               April.

IONOSPHERIC    20  per  cent depressions are  expected  on  18
               April,  otherwise  near normal to 15  per  cent
               depressed.

There are neither VK2SG RTTY DX notes or ARRLDX notes
available this week due to poor propagation, we presume. Sorry
about  that,  although  I  have  had  someone  search  on  the
Universities  system  in the Ham files and the notes  are  not
there either ...

So this will be a short broadcast.

Paper for Teleprinters
----------------------
Please,  PLEASE,  does  anyone want some teleprinter paper,  I
have boxes of it.  It is triplex paper (three sheets of paper,
two sheets of carbon paper),  you can have it for the cost  of
freight  (you  pay the freight).  This paper will work in  any
pressure  machine,  or even typewriters,  no good for  tractor
machines. When you unroll it you finish up with three rolls of
paper  and two rolls of carbon paper.  The paper you can  use,
the carbon -- well you can give it to the children to mess  up
the  house.  Don't  worry about the amount you  want,  I  have
enough.
