   PRESIDENT CLINTON NOMINATES PHILIP EDWARD COYLE, III, AS THE DIRECTOR
   OF OPERATIONAL TEST AND EVALUATION FOR THE DEPARTMENT OF DEFENSE
   
	Today, President Clinton announced his intent
   to nominate Philip Edward Coyle, III, to be the next 
   Director of Operational Test and Evaluation at the
   Department of Defense.
   
	Mr. Coyle has worked at Lawrence Livermore 
   National Laboratory for the greater part of the last 
   30 years.  He has held the position of Principal 
   Laboratory Associate Director since 1988.  Prior to 
   taking that position, he served at the Department of 
   Energy as the Deputy Assistant Secretary for Defense 
   Programs and as acting Assistant Secretary for 
   Defense Programs.  Mr. Coyle also held a variety of 
   positions at Lawrence Livermore National Laboratory.  
   He received a B.A. from Dartmouth College in 1956, 
   and an M.S. from Dartmouth College in Mechanical 
   Engineering in 1957.
   
	As the Director of Operational Test and 
   Evaluation for the Department of Defense, Mr. Coyle 
   is responsible for assessing the test results of all 
   major defense acquisition programs.  In consultation 
   with senior officials, he will oversee the selection 
   and testing procedures for weapons, equipment, and 
   munitions to evaluate their effectiveness and 
   suitability for U.S. military use.
