RAIN WAR - VERSION 2.0 - Changes by Colin Glassey

1) New unit icons. Lots of editing "improvements", also added
the strength to the corner of each icon. Due to city variations
this may not be accurate but it is better than nothing.

2) Changed many unit strengths, costs, and time to produce. Big
changes: Railed Guns got reduced in both speed and combat
strength. I felt that these units were far too powerful. Now
they are less dominating (rail guns IMHO are really not a very
reasonable weapon for South America with its very limited rail
net). Changed the name and icon of the final unit (from Special
Ops to Stealth Bomber). There were already two helo units and
lots of special ops forces (Rangers, Paratroopers, Commandos,
Marines). The F-117 sure seemed effective in Iraq.

Engineers eliminate city bonus, M1 provides defensive bonus (the
tank as a mobile pil box), the F-5 and MiG 21 cancel hero, the
two attack jets cancel non-hero (no good reason why), plus some
other changes.

3) (a) Eliminated all your terrain for the cities.
   (b) Changed all the flags to solid colors.

4) Eliminated a fair number of towns. Hopefully fewer towns
makes for a better game.

5) Changed the production for most of the towns. Reduced most
towns to 2 or 1 unit of production. I may have gone overboard
on this, feel free to add more production. I did want to leave
some diferences between a town like Rio and a town like Matto Grasso.

General Comments on design (by Colin)

a) You don't need to add a port next to every coastal city and I removed all of
them because I don't think it is reasonable to use the port faciulities unless
you already own the city. I also don't like the port as a method for allowing
access to the sea, I perfer the use of a half bridge because you can see these
on the stategic map while the port symbols are invisible.

b) You created several ruins that are totaly surrounded by
mountains. The computer players can't deal with these in the
event that they get a quest to go to such a ruin. All ruins
and towns should be accessable by a non-moutain path.

c) I think the icons are best if they start on the bottom of the
icon editing area. I am still having problems with some of the
units generating garbage lines of color on the tops of some of
the unit icons. I have moved all icon picts down from the top
two lines of the icon area but this hasn't helped in all cases.

OTHER CHANGES by Paul

Used a new shield set, "GENERAL" .... just blank shields allow you
to spot units quicker since they are solid colors.

Adjusted some of Colin's unit values, etc.

Copied the army set again....to an army template which uses no
markings on the army banners.....just solid colors, like the new
shield set.
